How does access to basic services impact personal success?

The ABC’s Australia Talks National Survey discovered that 69 percent of us believe that, in Australia if you work hard, you can be successful, no matter what circumstances you were born into.

The logic is that Australia is a developed country with solid public education and health systems that should offer everyone a baseline of opportunity, and let talent and hard work shine through.

So, how true is this baseline idea? And how hard is it to raise yourself up if you were born with fewer opportunities than others?
